The Russian Federal Universities Network RUNNet (Russian UNiversities Network) was found in 1994 as an IP network uniting regional research and educational networks, as well as networks of large educational and scientific organizations of the country. The RUNNet network today provides its well-developed telecommunication capabilities and services for the education and science of the Russian Federation on the basis of an industry-wide network infrastructure that can significantly improve management efficiency and optimize costs by dividing the profile of scientific and educational traffic.

Over the years, the RUNNet network has evolved to a national backbone network with a high-speed backbone infrastructure, international channels that integrates with foreign scientific and educational networks and access to the global Internet and participates in the exchange of traffic with the majority Russian IP-networks.

Telecommunication nodes of the RUNNet network are currently available in 56 regions of Russia. The total number of users of the network by independent expert estimates exceeds five million people, which makes it not only the largest scientific and educational network in the country, but also one of the largest computer networks in Russia and the world.

RUNNet provides permanent, highly reliable access to the core network infrastructure for the leading universities of the country (including special status universities, federal universities, national research universities and leading organizations of higher education in the regions). On the basis of the infrastructure of RUNNet, a federal-level backbone network operates to efficiently inter-network data exchange for higher education and science organizations of the Russian Federation (more than 400 organizations), opportunities for participation of network users in joint educational, research and scientific applied projects are provided.


Main tasks of RUNNet network are:

  • providing scientific and educational organizations of the country with access of guaranteed quality and high reliability to scientific research results (to huge volumes of data, Big Data), to global arrays of open data of education and science, to scientific and educational resources and services using the infrastructure of world scientific and educational networks
  • providing scientific and educational organizations of the country with the opportunities to participate in global research projects implemented together with broad international cooperation, jointly operating high-speed telecommunications infrastructure
  • providing opportunities for organizations in the sphere of science and education to form Russian and international research and educational collaborations, implementing network models of education, expanding interaction and collaboration of research teams in the joint implementation of high technology projects
  • granting to the organizations of science and education of the Russian Federation the possibilities of remote access to the Share Scientific Centers, unique scientific installations, supercomputer resources aggregated in scientific and educational organizations of the country and all over the world
  • provision of telecommunications connectivity of the RUNNet network with international telecommunication scientific and educational networks
  • support, development and implementation of advanced telecommunications and information technologies and services, including those based on the principles of federated authorization
  • granting to organizations-users of RUNNet network opportunities for approbation and practical application of modern information and telecommunication technologies (DWDM, SDN, DPI, VoIP, cloud technologies, etc.)
    ensuring the functioning of the backbone infrastructure RUNNet consisting of 15 support nodes located in major cities of Russia and abroad, and communication channels between them
  • maintenance of functioning and optimization of the use of a basic network for the purpose of effective interconnection data exchange for organizations of higher education and science of the Russian Federation on the basis of infrastructure RUNNet
  • provision of telecommunications connectivity of professional educational organizations of the country, scientific organizations, regional scientific and educational telecommunication networks
  • ensuring the telecommunications connectivity of the RUNNet network with the telecommunications segments of the Russian Academy of Sciences (in particular, with RASNET, RUHEP, RSSI), branch telecommunications networks of other departments, other telecommunications networks
  • ensuring compliance with the requirements of the current legislation of the Russian Federation in the field of information technology and telecommunications, including measures to ensure information security

RUNNet provides ample opportunities for the application of information and communication technologies in the field of education and science, including::

  • Access to ESM and scientific and educational resources (e-Learning)
  • Maintenance of functioning and development of modern technologies of distance learning, introduction of network models of education
  • Access to electronic libraries, digital collections and large data warehouse
  • Provision of management in educational and scientific organizations (distributed access to scientific and educational information systems, protection, and integration of information from geographically remote databases)
  • provision of opportunities for network interaction of university campuses (including branches), the mobility of students and teachers

The RUNNet network has high-speed connectivity with the world's largest scientific and educational networks and consortia (GEANT, NORDUnet, etc.), which is fundamentally impossible with the use of public networks and providers. RUNNet provides telecommunications connectivity for the functioning of knowledge-intensive tasks and projects in priority scientific fields in which international cooperation with the use of telecommunications means is successfully developing: high-energy physics (charged particle accelerators, LHC), astrophysics (space telescopes), biotechnology (electron microscopes), telemedicine and a number of others.

RUNNet provides its developed infrastructure facilities and services for cooperation between higher education organizations and scientific centers of the Russian Federation with the largest research centers of the world with the help of telecommunication technologies, providing Russian users access to the results of scientific experiments and accomplishing the tasks of joint activity using the infrastructure of world scientific and educational networks.

RUNNet provides its developed infrastructure facilities and services for the cooperation of universities and research centers of the Russian Federation with the largest research centers of the world with the help of telecommunication technologies, represents the country in international projects in the field of education and science. Among the prior scientific areas in which international cooperation with the use of telecommunications means is successfully developing are nuclear physics (particle accelerators, LHC), biotechnology (electron microscopes), astrophysics (space telescopes), telemedicine and a number of others.

The RUNNet network fully meets the basic requirements for the national research and education network (NREN), responds quickly to new high-tech challenges and modern trends in the telecommunications industry and is technologically ready to ensure deeper and more comprehensive integration of our country into the world scientific and educational space.

Work on the construction and development of the RUNNet network is carried out on the instructions of the Ministry of Education and Science of Russia within the framework of federal, interdepartmental and sectoral programs. The administrative, technological and scientific-methodical management of the RUNNet network is carried out by the FGMA SNII ITT "Informika", as the leading organization of the Ministry of Education and Science of Russia, responsible for the comprehensive research and development of information technologies and telecommunications in the field of education, scientific, scientific, technical and innovative activities. The Network Operations Center (NOC) operates on the basis of the branch of the FGMA of the Research Institute of Informatics in St. Petersburg.


The following key directions of development of RUNNet as the basic scientific and educational network of Russia  are:

  • development of cooperation with international scientific and educational networks and Russian scientific centers
  • development and implementation of popular scientific and educational services in the RUNNet network
  • modernization of the basic infrastructure of the RUNNet network on foreign and domestic routes
  • development and optimization of the use of the RUNNet network access infrastructure
